[Suggestion] Champion Capsule RNG Rolls Only Champions You Don't Have

First of all i want to say that in no way am I trying to complain. What just happend was funny if anything.

I just leveled up and got a champion capsule. It contained Braum Braum. HAHA Not only have I owned Braum since 2015 I think, but I'm also Mastery Level 7 with him AND have already earned a chest with him! Technically this makes this particular champion capsule almost the most useless possible (I immediately disenchanted it for BE). I suggest making the capsules randomly roll for champions you don't own. Give us a choice to disenchant or keep the champion.

Edit: Accidentally typed in mastery lvl 6 instead of 7.

This is a bad idea and I'll explain why with my situation.

I have all champs except Shaco, Morde, Gragas, Zilean, Nautilus. I don't want to own these champions. I also don't want to exclusively get champ shards for these champions because I'm collecting champ shards of champs I want to upgrade mastery to. If your idea was implemented, I would get dupes upon dupes of terrible champ shards and never get ones I wanted for mastery.
