14 wins - 0 key fragments

I used to get a key fragments when hextech launched but after i won the last chest i could ( i own 2 champions ) i stopped getting key fragments. I think it's broken cause on 14 wins I have gotten none. Could be my bad luck or it actually stops dropping as the chest drop becomes impossible. Check the coding idk but alot of people seem to think it's broken also key fragments drop in ARAM is unheard of yet while it says it can.

p.s. my wins were in summoners rift
