Jarvan IV Ult - From Gimmicky Nuke to Valuable Play-Making Ability
Let's get this straight; Jarvan's Ult was once considered an invaluable play-making asset in teamfights, and it has not lost functionality. Jarvan IV is still a strong champion -- and a well-balanced one, too, I think. However, this game is continually evolving, and while Jarvan has maintained viability, he has lost much of his identity, namely that of his ult.
As I said, J4's ult has not really changed functionally in a long time, if ever. However, with more champions in the pool with dashes and jumps at their disposal, his ult has effectively changed from a trap (with a built-in single-target nuke) to a single-target nuke (with a built-in annoyance, as opposed to a real threat).
At the core of this ability is not only balance to consider, but also champion identity. While it seems Riot intended to deliver J4 as a super-human dragoon with earth-shattering strikes, his ult seems to deliver this thematic identity rather poorly. Every time I've seen his Cataclysm in game, I've gotten the feeling that something was off . I've realized what it is on a thematic level that was wrong, now.
In-game, Jarvan isn't shattering the ground with a massive shockwave; he's just summoning a wall around himself.
"That's my ult." 
He also happens to be impaling someone's brain really, really hard, Thresh.
In light of this thematic and functional lack of luster, I propose a change to the mechanics of Cataclysm:
Jarvan leaps to the target location and shatters the ground where he lands, leaving an impassable crater for [z] seconds. Enemies within the area of effect are pulled inwards and knocked up for [y] seconds, taking [x] physical damage.
Cataclysm would no longer be a unit-targeted ability, but a ground-targeted ability, and it would have the same range as it does now. In exchange for the added utility, the damage would be reduced to roughly 5570% of its current damage. The crowd control would be comparable in effect and magnitude to that of Orriana's ult. Also, to give the victims meaningful counter-play, the time Jarvan spends in the air before landing could be increased by roughly 0.30.4 seconds, and a visual marker could indicate his destination.
This should deliver Jarvan as what he was frankly modeled after -- an earth-shattering dragoon. If his Cataclysm shatters the ground, I imagine people on that ground should be affected. With this change, he'd be more like a tanky fighter again and less like a heavy-weight assassin, a thing we already see plenty of out on the Rift...
