Proposed Tweaks to Talon's Kit
Before I am accused of QQing about Talon being underpowered, I want to point out that I think that Talon is actually quite powerful as is, but that his abilities could be more interesting, more "trademark," if you will, and can open up new roles in the meta for him while not overpowering his strong mid-lane position.
Here are the current "Mercy" and "Noxian Diplomacy" abilities:
Mercy: Talon deals 10% more damage with his basic attacks to any target that is slowed, stunned, immobilized, or suppressed.
Noxian Diplomacy: Talon's next basic attack deals an additional 30/60/90/120/150 (+30% bonus Attack Damage) physical damage. If the target is a champion, the target will bleed for 10/20/30/40/50 (+120% bonus Attack Damage) physical damage over 6 seconds, revealing their location for the duration.
These are my proposed adjusted versions of these abilities, respectively:
Mercy: Talon's auto-attacks cause the target to bleed for 5% of its missing HP in true damage over 6 seconds. The target leaves a trail of blood and is revealed for the duration. This cannot occur more than once on a single target until out of combat.
Noxian Diplomacy: Talon's next auto-attack deals an additional 40/80/120/160/200 (+150% bonus Attack Damage) physical damage. This damage is reduced by 75% against structures.
(The bleed effect would be removed from Noxian Diplomacy and placed into his passive.)
I feel that adding a small amount of true damage based on missing HP will allow him to face tanks more easily. Also, moving all of his Q's damage to upfront damage will allow him to jungle more effectively, and thus open up a new place in the meta for him.

Taking some advice from the first few comments, I have changed up my ideas. Here is what I have come up with after a bit more planning and thought about Talon's play-style (and a bit of his lore):
(Passive) Hit and Run: Basic attacks against an enemy champion grant Talon 25% bonus movement speed for 1 second when moving away from the target.
This new passive would allow Talon to disengage more effectively after using a harass combo. I take inspiration for this from Katarina and the fact that they were both trained by General DuCouteau. Their kits already share attributes, so taking the on-hit buff from Katarina's "Sinister Steel" and adapting it for Talon should not be too much of a stretch.
Noxian Diplomacy: Talon's next basic attack deals an additional 30/60/90/120/150 (+30% bonus Attack Damage) physical damage. The target will bleed for 10/20/30/40/50 (+120% bonus Attack Damage) physical damage over 6 seconds, revealing their location for the duration. The bleed damage does not apply to turrets.
I realized that there is really nothing that needs to be changed about Noxian Diplomacy except that the damage does not apply to monsters. Talon's place in the meta right now is questionable, and opening him up as a more viable jungler can strengthen his place as a viable champion.
