Galio is actually quite good against assassins (both AD and AP too).

Quite good, but he can't wave clear for free like other mages without going OOM. On the contrary, Velkoz doesn't necessarily need a mana regen item IMO, just CDR.

He literally gets bonus AP just for buying Chalice. There is no reason why Galio should have trouble getting both mana sustain and damage for his waveclear.

Galio destroys Zed in lane and he's decent against all other assassins.

Here's a hint, if Zed ever ults you, just ult before he comes out of his ult. He will be taunted instantly so he can't use any abilities or return to his shadow.
