So why did riot kill GLP?

They removed all team fighting potential from it by making it stop at the first unit hit. When paired with Glacial Augment there were some niche builds that used this really well but riot killed them instantly. The damage buff to this was no where near enough as the utility it provided was much better. They took away the cast time but also the aoe then put back the cast time but not the aoe resulting in an item I see no one build.
