Buff the slow on talon's W

The 1 second slow is pretty worthless if I can't ever use it to walk into q range. With how slow the W takes to come back I think the slow duration should be increased. If it were 1.5 seconds or 2 seconds. Since this is a low range ability with the secondary dmg that applies the slow being very easy to dodge I at least think it's fair for it to have a real slow.
