Let's talk about Taliyah

Is she balanced? I see 3 things from Taliyah as a champion and as players play her.

Her skill cap is super high. You can just tell when a Taliyah player has put in the time on her and when they haven't. It never seems the same as most other Champions. It's either they're really bad, mediocre, or absolutely god like on her, but I feel like I see SO many really bad ones.
Her W skill shot is super important and her wall can change things for better or worse. But is the wall too good? Idk. What about the Threaded Volley? I see a lot of complaints about the CD of it.
Why is she so hit or miss with players? She seems so strong and such a good pick, yet her pick rate is still extremely low? I don't understand it.

It's mainly because her entire damage is super dependent on her Combo. Her Q can be dodged by just walking backwards or left/right. Her E is a huge joke that 100% needs her W landed for it to even be remotely useful unless it's for wave clear, but then again you have her Q for wave clear. Her ult is a hit or miss with me. I have seen them wall off opponents and also wall off Teammates that end up getting killed, because she ulted at the wrong time. But she could also wall off Dragon/Baron pit and people can just aoe and get an ace.

The only other champion I can think of comparing her too is Velkoz since he has almost the same kit, but of course different ultimates. A good Taliyah could shit on a Velkoz, but so could a good velkoz. I just think people generally don't like her is because of her Q's area CD. You truly notice this in Arams it's horrible.
