Possible Bottom and Top lane meta shift?

So, with the new rift herald. Is gold (towers) more valuable than a dragon buff. The original reason bottom lane was ADC and support was because of the value of Dragon's global gold. Since Dragon no longer gives a valuable early buff (always, it's when it stacks it gets better) wouldn't it be better to go after Rift herald who can force towers, thus giving the team gold the original Season 1 Dragon had? Thus, sending ADC and Support to Top lane so you can take Herald at it's spawn time and force a tower for global gold, thus putting your team ahead at 10 minutes? This is mainly just a little theory-craft based on the original logic behind the current meta of why ADC/Support go bot lane, and why it was the optimal strategy at the time. I mean, even just sending ADC/Support top lane till rift, taking it, killing tower, then heading back bot to contest future dragons isn't even a bad idea.

I actually think it will depend on what dragons spawn first really. Is it a infernal? Fuck no. Is it a Cloud drake? Maybe.

Geeze, all this discussion. No wonder NA is behind when it comes to overall Meta and we just take everything from other regions. If you want to know what other regions do, they actually take discussions like this serious and have opinions. No judgement, this is about being the best region.
