seem hilariously broken on ap assassins like

Considering it's a replacement for DFG, not really
It's pretty strong in general. I've seen it built on most AP champs and put to good effect.
gives ap champs the ability to outrun most champs if they don't have move speed quints/etc when they already have gap closers out the ass(majority of them)
