Normal games use normal MMR, not ranked MMR.
I hear norms matchmaking is terrible. I wouldn't know since I mostly play Ranked for the lower proportion of metabots throwing the game over my offmeta pick.

Just play ranked if you want to be vs people of your rank.
Normals are for fun and have a different MMR. For all you know your enemies have 50 normal games each. Or they always FF before ending the nexus.
Normals mean nothing so people treat them like that(as they should) so their MMR in normals isn't at all related to skill level
