The IP cost of Runepages

So I've been playing for a few months now and I must say Runepages are ridiculously overpriced IP wise. They cost the same amount as a top tier champion in IP even tho RP wise it cost basically the same amount as a 1350 champion. Now this wouldn't be SOOOOOOO bad if you A) didn't start with only TWO runepages, (which isn't even enough to fill the bare minimum you need to fill all the roles) and B) you can't switch the runes out like you can with masteries. With that being said I would like to suggest a few solutions to the situation:

1. Lower the IP cost (Probably not going to happen, I know)
2. Give a couple more Rune Pages to start with so all the basic roles can be filled
3. (and most likely to happen) Have the Rune Pages start out cheap but go up in price as you buy more capping out at 6300. (i.e. 1st rune page = 1350, 2nd rune page = 3150, and so on.)

That's what I think anyway, feel free to tell me otherwise.
