Yes it does, in the Q tooltip, and it's not any ability, it's just the Q. It also refunds half the CD.

Not to mention literally everyone knows it as well.
Uh, no the only thing that lets her keep mana is her q.
Only other way is if she has a dorans ring to refund a portion of it. And even then, thats dorans not annie, or proced manaflow band.
Neither of which even fully refunds it.
