Completely convinced Olaf is broken

I'm gold v, I don't top much as I main adc, and every single game I go top and there is an Olaf I feel 100% completely helpless, even if I dodge his axes.

I tend to think a lot of bruisers are stupidly good, but at this point it's getting ridiculous. I'm so sick of seeing something tankier than an entire team doing more damage than the opposing adc
