Buy their 2s whenever. Buy teirs 3s at 30. But just a standard ap and adc. They are cheaper
Get your rune pages before champions. You do not want to tempt yourself into playing ranked without runes.
When tier 3 unlocks you should start champions really and truly can wait ( Don't do what I did and wait till WAY past level 30 to start ) being a newbie was fun -_-
