Miss Fortune needs another mini rework

Her passive is great at delaying boots for a little bit but is irrelevant in combat. It's more or less an inverse of Kalista's passive.

Her Q is actually fine.

Her W passive damage was always very deceiving. Just base magic resist will cause the damage at max stacks to be reduced in half. That's huge. If it was physical damage the damage it does would even be lower. .

Her E does have a good slow at max rank but the radius of it is small in an era of gap closers. It's also a channeled spell.

She has a team reliant ultimate. On release her ultimate was great because it had a larger width and more range so she could be played outside of aoe comps which was the meta back then. Nowadays her ultimate is only good if you have Amummu or Galio or Kennen or other champions on your team.

Her range is too short with someone who has no escape. If Ashe can have 600 range with right clicks that slow why cant MF have 600 range ?

I think mfs got two problems.

1: She doesn't have an escape to cover up the fact that she has low range. For example, graves and lucian both have lower range but they have dashes or burst to make up for it. So it doesn't matter that much.

2: Her Ulti is somewhat hard to use to it's full potential due to how it works with her impure shots and the fact like you mentioned it's interuptable. Combared to other wombo adc ults like: Graves, "lucian", twitch,

Now people may argue that an escape isn't needed for an adc. Sure that's kinda true but then you have to have something else to compensate for it. Jinx got her 700 range, Kogs got 703 range, Caits got 650 range and a small escape.

But at the end of the day it's still soloq and she can proably be pulled of into the right comp since she's still strong in lane.
