Leaverbuster and beginner players

I know Leaverbuster is to stop people from AFK-farming IP and XP, but do people under level 10 really need to get Leaverbusters? I think Leaverbuster should only affect anyone level 10 or above, because some beginners don`t even know how to pick a champion.

My friend, who isn`t even level 3 yet, has gotten 2 Leaverbusters because

1. he didn`t know how to pick a champion and it repeatedly counted him as dodging and gave him a Leaverbuster (he even told me he got a temp-ban notification from this)
2. the new client crashed his game a couple times and he got counted as AFK and got a Leaverbuster

I get that people smurf as well, but that shouldnt have an effect on the experience for new players. My friend has only about 7 intro bot games as experience, and hes already getting Leaverbusters and ban warnings. I recommended this game for him and told him that he would have fun playing, but this is what he`s getting instead.

I know a lot of people will disagree with me on this because of smurfs and stuff, but it`s unfair to the new players to get Leaverbusters and bans for not knowing how to play the game. At least consider a change for this, please.

Also, the tutorial game that tells you to build thornmail on Ashe needs to go. I tell everyone to just skip that because it`s such a useless tutorial for a beginner.
