New/Reworked champions in ranked matches?

More often than not RIOT has failed to balance a champion on the patch it has been released. If RIOT makes Yorick disabled in worlds because he is too new - why not extend the same concept to solo q ranked matches?

Of course worlds mean business but it is about the policy or principle or whatever you call it when you think about League as a whole.
