Ranked Rework

I couldn't think of a proper title to fit the content. Sue me. Moving on Ranked punishes you on occasion with that one guy who just won't connect. Happened to me last game (went 20/7/X as fiora and we were doing fine 4v5 just couldn't handle the pressure late game). Playing games down a man often times is just a loss, and as such those who aren't connected for 50% their team shouldn't be punished in the form of loss. Don't punish the people who DC (life happens), but don't punish the team who have to deal with 4v5. If this were to be abused you should be able to see a repeating pattern and punish the players who abuse the system.
