Hecarim fear not working.

Playing a Team Builder as Hecarim. I could not fear the enemy Vayne for the life of me. It worked against others, just not Vayne. Even when shortcasting and point blank it still wouldn't fear (the damage was hitting, so it wasn't me missing). This could be a serious problem in games when Hecarim is relied on to engage.
