is it just to give a reason to purches Ip boosts? to limit the ability to smurf easly or what? i just feel like everyone should have access to runes.

Runes cost IP which means they actually do not cost money, just time. Yes you can use money to reduce that time, but in the end they still cost time.

The IP cost means that everyone will have to stick around a little bit more. Gr8 4 exposure.

It encourages using RP. Both in IP boosts and champs. You want that nice, OP Darius but thats 6300 IP. Like damn, that's a lot. But you also want those Flat AD quints which you really need to be relevant in the game. But, you could just put in your credit card number and spend only like 5-10 dollars and instantly buy Darius and still get your runes. Bam. Money. This is a F2P game, Riot needs money somehow and the runes definitely help with that.

Runes cost IP, which takes time to get but is free. Champions cost IP or RP.

If you have a small amount of time, you spend the IP you have on runes and spend RP on champions, thus netting more cash for Riot.
