The people saying it's a buff have no idea what they're talking about. No, Cho isn't meant to be played like some turd that just farms and saves R for minions, not even jungle Cho (WHICH NO CHO PLAYER WANTS TO DO, AT ALL, CAUSE IT'S BAD).
The fact that the minion R cooldown is still 40 seconds (Yasuo's ult has a 30 sec CD) just tells you how confused Riot's balance team is, you're still wasting massive amounts of time if you want to build stacks and you're now gonna get punished for actually using your melee range single target nuke ult to actually kill somebody. The entire identity of Cho right now is his burst with R, for early game kill potential that can snowball this outdated mess of a character to relevance. His W is still wonky so he can't legitimately combo Q + W and since Riot refuses to fix his Q (hitbox and old 3 second slow) or stop the mobility creep his CC isn't even all that devastating anymore. His sustain was nerfed 2 seasons ago and really besides surprising the inexperienced with Cho's R burst and E dps it's like they don't want Cho to be able to do anything but wallow in mediocrity.
Man I guess we should be thanking the league Gods Riot's laziness has kept Cho from their infamous rework table.
And Cho's early game isn't weak. He's not Nasus. He actually has kill potential in a ton of match ups. But since no one at Riot plays Cho so it's like w/e, he can't do anything early anyways lets just piss all over him hurr durr. Or maybe this is the problem. They think Cho R stacks are somehow equivalent to Nasus Q stacks and that's all Cho should do, get a bit of HP and I guess u just win the game.
