What is even the point of trying to report someone?

It seems like as the time goes by, there are more and more flamers/trolls. Even if you report someone or send a ticket, riot support always says to you "we will look into it, but for privacy reasons we can not disclose if anything is done" or something along those lines. We won't even know if someone even gets punished or if riot tries handling them at all. The only way we know if something does happen is through the instant feed back notice from the automated system.

I wish we could at least look at someone's honor level. If their honor level is dropped to zero then at the very least we will know action was taking, but at this point all we can do is take their word for it and continue reporting in hopes something happens.

So what I want to know is, does anyone have a suggestion on what can be done? As in, what changes can be made so that bad behavior is for sure punished?
