Runes and Masteries Pre-Level 30

Okay, its time for a serious discussion.

I was playing some games on my alt account so I could level up with a friend and have him not get destroyed by people who are heavily experienced. As we started playing a few games, I was asking myself "why am I taking so much damage, but not dealing nearly as much as normal", then I played a game as jungle and could barely clear as udyr. I realized at this point that runes and masteries are needed to the point where it entirely takes the viability out of a common role in league of legends.

So I ask of you Riot, why are mastery points limited to one per level? Better question, why are runes tier locked so new players cant buy good runes from level one? Even better, why do new players have to drop 15,000 IP on runes when they are 130 champions to buy already?

New players are already held back by the confusing MOBA format, smurfs destroying them every game. New players do not need to deal with the lack of runes or masteries that build guides tell them they will need in order to even play any given champion.
