New Champs in Ranked

I do not understand how after so many years of League, there is still no hold on new champs in Ranked queues. 95% of the world is not diamond or above to be able to use new champs effectively enough to even play them proficiently enough for ranked. I also believe losing to a new champ just because he is new and nobody really knows fighting against it yet that it would just be wrong to say that is purely from in game skill. There are so many other game modes to choose from in order to learn how a new champ works that risking the LP, time, and effort of your 4 teammates is seriously just selfish. Everybody knows to focus them as they have a high chance of just not understanding how to play the champ well. Given a heavy loss just now with an allied Tham Kench inspired this post, I have been playing ranked since season 2, and many a games have been sacrificed to the ol "First time *****" excuse. There should be like a month long period after a new champ is released where they just cannot be played in ranked queues. This has always been a serious problem and a solution would be much appreciated.
