How does LP work in season 9?

I've been losing 19 LP per loss and gaining 16 LP per win even though I have a 52% WR. Can someone please explain how? I'm just really confused. When I had a 48/49% WR, I've been gaining 19 LP per win. It's like Riot is encouraging me to lose more games....

IKR, I've been winning for a week straight (around 70% winrate this week) and my mmr did not improve at all, still getting 17 to 19 per win and losing the same amount.
