Ideally you should have ~200 at 20 minutes, but ~160 is average

That's the max creep score you can get. That said, how many creeps you can get really does depend on your lane matchup and your opponent. Ideally you want to get every creep that your opponent allows you to get but decent opponents will zone you away from creeps and force you to make the decision of last hitting the creep or taking harass. Often times its better to miss one CS then take a lot of harass because if you take too much harass you will be forced to back and then you'll miss a full wave of creeps (and also miss out on the experience from those creeps which is a huge deal.) So the general rule is get every last hit that you can get safely without taking too much damage. If you are in a favorable matchup its possible to get over 10 cs/min, if you're in a unfavorable matchup you will most likely get much less.

If you are practicing in bot games then you should be definitely shooting for the max creep score in the link. If you're in a normal/ranked game you should be keeping track of how many CS you could have gotten but that you missed because you messed up (vice your opponent zoning you away from the creep.)

I have used http://lolsinsider.com/ to determine my creep score efficiency. It helps determine how well I creep compared to the pros.

10 creeps a minute is what the pros do.

As long as you have more CS than your opponents that all that matters.
