Is there any way to increase my chances of getting a PBE Account. I've signed up a few times in between months, but still no cigar (like graves). I want an account so bad I would love to test broken stuff and get first sights on everything.

Typically when they open enrollment it's for a specific thing they're testing. Example being the assassin update. They invited people who signed up and play a number of assassins with high frequency.
They like people to typically be gold and above, and then they obviously want a specific group of people for specific testing.
