Why can there be a fish in my boot but not a snake?

I find it very strange that Nami can still use boots but Cass can't. This is a problem because they both don't have feet but one uses boots and the other doesn't. I think Nami should not be allowed to use boots just as cass does because it would, too, allow her to have a sixth item slot. Please someone answer my question.

Would we want 2 of the exact same passives in the game? I don't think I'd like that.

Its a fantasy world. Cass can't use boots because of how they worked her kit, not because she's a snake.

That's like asking why urgot doesn't get double bonuses for having tons of legs so more boots, or why do adc's buy items that are usually swords. Its not reality.
