Why can there be a fish in my boot but not a snake?

I find it very strange that Nami can still use boots but Cass can't. This is a problem because they both don't have feet but one uses boots and the other doesn't. I think Nami should not be allowed to use boots just as cass does because it would, too, allow her to have a sixth item slot. Please someone answer my question.
