Not quite.

Skins are in development for months before being announced.

Skins aren't something they develop in 1 patch cycle.

The sad thing is the only way to get the skin is to buy the stupid pass. Me being the optimistic human I am when kda kaisa came out thought that there might be missions that you had to do on kaisa to get more tokens(even if it's crazy hard to do) just so that way it was possible to get the skin for free(because I mean it is just a fancy chroma). Nope, in normal riot fashion they said "fuck that give us money" we wouldn't want something to show you have skill on a champ now would we.

Yup, this is one of the more transparent cash grabs riot has implemented. You want this skin that took minimal time to make? Give us money and we will let you grind missions for it.
