I will never believe Riots anti snowballing when...

The items I can get behind. Kat and marksmen have extremely poor laning phases. I actually don't think that Kat's even half as good as people are claiming. She only excels at cleaning up (which she does very well). Her ult is almost worthless if her team doesn't have hard CC, and it's all she can do to spam Bouncing Blades until she can go in.
