We really need more clarity on which runes are tier 3 and which aren't

The title says it all. When you hover your mouse over a rune, it should tell you what tier of rune it is. I know tier 3 runes are more shinier than other tier but it seems like some runes especially quintessences runes shine less than tier 2 runes.
