Black Cleaver
Can I just say, this item is a little too good. Maybe it's just me, but 300 health, 50 attack damage, 20%cdr, 30% armor pen and the phage passive is a little too much for the item being only 3100 gold. Thoughts?

Sir Fuzzi3 votes20% CDR is what makes me wonder, that seems like a lot for an HP/AD item with phage. At least 3F has less AD and a high cost.
The reason it feels so harsh is that there's a lot of synergy with it in champions. The stacks aren't that hard to build up for its common users, like Urgot, Darius or Garen.
