i feel like lucians passive is a bit to much

I just want to say i have been playing this game for quite awhile and i never feel the need to post anything, this is my first time posting anything on the site, anyways small talk out of the way, this guy has one of the best passives in the game, he uses an ability and he double shots two basic attacks, the second one does full damage by the way, and it absolutely annihilates you, i feel as if there is no good counter to him, kind of difficult to overcome that passive, were not even going to get into the moving damage shredder ult that he has because its fair, but that in combination with the passive feels ridiculously overloaded in my opinion, noticed how i used those words before you get angry key board warriors, any ways there has to be some sort of way to address it without making all the lucian mains all mad and what not, but i feel like the passive should be nerfed or changed, it is way to powerful, now what would you guys think on it? i would like some suggestions on how about play defensively against him (almost impossible) or counter him.
