A Question about Ranked Queue

So this season's games have seemed odd to me this far. Now I didn't play much Ranked at the beginning of the last season so I don't know if Ranked just works like this or not.

So last Season I was able to make it to my goal of Gold Division (woohoo!). This Season I keep getting matched with mostly people with Gold borders as well, but we're all in Silver at the moment. I am slowly climbing but it just seems weird to me. Shouldn't I be with mostly Silver players?

I do know that Riots system places you lower than you were last Season. It just seems like if everyone I'm playing with was Gold previously , why bother making us play so many games so that we can keep playing against each other when we get back to Gold?

Now maybe this is an isolated incident or maybe its intended I don't know. If you guys have any knowledge on the matter I would love to hear it!
