Can we please do something about ryze atm?

I feel like riot is very fond of ryze and i am too, and i know its a growing meme with ryze reworks. But when i cant play my favorite champ because i get into a game and hover ryze and my own team bans him because "39% WR play something else idiot" Then i feel like he needs something done about him. Before, he was super broken, then he was underpowered, then he was super broken, and now hes super underpowered (still a monster late game need i remind you) but I feel like he needs a little kick, maybe to where hes not too broken but not too underpowered, somethign to spike him up to a 45%+ win rate? Maybe a lower cooldown on his e, or lower cd on his w, or perhaps a little cd reduction whenever he lands an impowered q. So we can turn that qeqwqeq, into a qwqeqwqeq ( and then w goes back to normal cd and cant be reset for a little bit). Not perma snare but since he has a delayed AOE (unlike previous ryze who would perma bounce and one shot the enemy team) it gives him a little kick in 1v1s and if he gets a lower cd on his e then teamfights are improved too. I just want something..anything to where i dont get flamed for picking a single champ man...
