I was wondering what the strongest AP top laners are at the moment. I've mastered Rumble 
and Ekko
and I'm looking for a new champ to pick up. I'm thinking maybe Swain
, Lissandra
, or Vladimir

Between the 3, Vlad is the one in the best state currently, but Lissandra is the most fun.
My recommendation: Top Karma with RoA and Serephs. Kicks ass.

swain and vlad both need a bit long to scale and are to vulnerable to ganks or all-ins of champs like fiora or darius early on
One thing that all 3 of those champions share is their abysmal win rates, so don't worry too much about that.
The nerf on Swain's root hit him pretty hard, and you will have to deal with his mana issues and abysmal auto attack animation as well, but he is still a pain to deal with either way to other laners. The longer the game goes; the more of an unstoppable killing machine he will be. Ev
Is able to perform well, but she has fallen out of favor as of late, but scales exceptionally well as time goes on, since her cool downs get much much shorter.
Win rates for all of them are the same, but I would say Vlad is much more ''in'' right now you could say. It is important that you farm well and play safely in the lane phase though.
I can't give suggestions on others you could try, but I can tell you how they match up.
Try Kayle, and Teemo, AS/AP FTW *If you wanna try something fun, try full AP morg, RoA+Zhonyas then tank annie, and full AP sona (Rush lich bane)

Also Dr. Mundo deals magic damage and pretty strong right now.
Vlad is really weak early game, I'd only play him if you are ok with the idea of possibly facing Rivens/Fioras trying to ignite all in you at level 1/2
Akali is still good, if you go sunfire into abyssal and hextech gunblade
You can build Rod of Ages on Tahm Kench top lane
Swain is still maybe good, haven't touched him since the nerf
Cho Gath can be built AP or tank, but he is annoying either way

Rumble is AP and is a very brutish fighter at that.
Alistar does work. He can be super annoying to any Nasus players, Riven players and Darius players. More of a nuisance than anything really.
Swain can be a real tough bully in lane.
Cho'gath can transform into a complete end game monster.
Graham is mobile, tanky, has finesse, decent long range damage, zoning and is incredibly disruptive in a team fight.
