@Riot a question about Sion and other Hit Point tanks, fighters, and bruisers

Two questions one mainly of Sion and HP champions and another about Sion specifically.

What are your thoughts on the current position of champions that rely on hit points but are not Juggernauts. It seems that HP is primarily for Juggernauts so where does that leave Sion Sejuani Volibear and any other champion that heavily relies on HP but isn't considered a Juggernaut. Champions like that seem harder to balance either being under powered, forcefully gimped, was underpowered but became overpowered all of a sudden, and always overpowered. Sion and Sejuani were fine before Cinderhulk but became over bearing when it was released. Now DrMundo is at insane levels recently when he was always considered garbage before. Even TahmKench was considered useless on release but after a few buffs is always considered OP. Should these types of champions be changed to Juggernauts, or reworked so that HP and Damage should be kept separate, or another solution entirely?

Second question specifically about Sion, and this one people might hate, should his title be changed since he is staying as a tank? Having the title Juggernaut when you're not a Juggernaut is confusing. Something like "Behemoth" or "Monstrosity" or "War King"?

To be frank, Volibear pretty much fits the definition of a Juggernaut. Sejuani less so, but I'm pretty sure everyone knows at this point that she just barely sits the border between a True Tank and a Heavy (Juggernaut) Fighter.

Sejuani became overbearing during the Cinderhulk era because she was doing waaaaaaaaaaaaaaay too much damage at the time. I mean, yeah, you can also argue that she was too Tanky, but she was pretty much building full tank at the time so...

Mundo also received that rather major buff on E, so it's not like the HP items were the only factor in his recent rise.

Every new champion is considered garbage on release. Yasuo was considered garbage on release. Think on that.
