how are UP and OP champs/Items determined?

I have played my fair share and have even watched quit a bit of high level play. I hear people yell OP this and OP that but it confuses me. I see a yasuo dunk on four people and get a quad and people rage OP but then I see a master yi swoop in for a penta but people are like "oh no, that's legit" I've seen diana called op but a 1-2 shotting sona called balanced.. How do the developers determine when a champion is op? better yet how do they determine if an item or even a mastery is causing unbalanced play? These are all things I wish to understand> And most importantly I want to know when and if are we going to see some sort of Kindred buff????? I'm not asking for a lot here, I just want a little life breathed into her.

Thanks everyone for your time

1% of all OP and UP yells come from people who play the game a lot, check statistics, and apply reason and understanding.

99% come from morons who just lost a game against (OP!) or while playing a (UP!) certain champion.

When talking nerfs and buffs it is mostly to do with their play rate and win rate combined at each rank. If a champion has really low win rate but is expected to be hard to master and they have really high win rate on people who play them a lot then they are left alone.

If a champ has considerably high win rate (52%+) across the board and they are popular then something is probably wrong and they need a nerf.

If a champ has high win rate but low play rate that most likely means that only mains play them so it is understandable that their win rate is high. (Kog'maw, galio, swain, yorick)

If a champ has extremely high play rate but low win rate (Lee Sin) is the only time things get confusing. How do you justify nerfing a champion who has 49% win rate average for people with more than 50 games on the champion when a champion like Ryze has almost 60% win rate with experienced players.

If a champion has low win rate and play rate they either need a buff or rework. (Aatrox, Kalista, Urgot) Most of the ones in this category have a mechanic that would break them if they were to be buffed like Aatrox's heal and Kalista's mobility so Riot just choses to ignore them.

Biased people, Subjective statements.

Them being obnoxious as fuck to play against due to reliability, mostly.

statistics over many, many games. Data from a single occurrence means nothing.
