A question to everyone about summoner spells

Well two actually.

1: should summoner spells be balanced? Aka is the near 100% meta that's been around almost forever good. Or do the spells that are almost never taken need an update. (clairvoyance)

2: what holes are there design-wise in our roster of summoner spells. Aka what cool new mechanics could be added to gameplay through new spells.

I feel like summs are an often overlooked aspect of design and the meta because they're just so ingrained into the functionality of the game. Thoughts?

There isn't really any way to balance spells as each one has specific uses and some are extremely situational.

summoner 21 Good for immobile squishy champs facing enemies who can burst them down summoner 1 Great against Warwick and Malzahar. It can be used in other matchups too but suppression is the best thing to use it on. summoner 3 This is almost a must have against champions like Tryndamere Jax Yasuo Fiora MasterYi summoner 4 This really the only spell that has always been a go to spell since its creation. We all know the reasons and no, that doesn't mean that it is overpowered just because it is used by almost everyone in every game. summoner 6 This is great on champions who either already can dash through walls or who need to move through units like Singed and Olaf . summoner 7 Great spell to take in bottom lane because it heals both players. summoner 14 Good for picking up kills that are otherwise not possible to get in solo lane and a must have against champions who heal a lot like Soraka DrMundo Vladimir Volibear summoner 11 I shouldn't have to say anything about this. summoner 12 This has become a go to spell for top laners because top lane always used to just be a farm fest until 25 minutes when teams start pushing for the Nexus. Now top laners found a way to make an impact in bottom lane and at dragon so nearly all of them use it but that doesn't make it overpowered.

I would love to see new spells but it is hard to make them when you have to consider that every champion has equal access to them. Something like summoner 6 can seem pretty worthless on almost everyone but you put it on Singed and it becomes amazing. You have to make something that is relevant but can't be abused by a certain champion which causes problems when trying to introduce new ones. Spells aren't like items where they can attach a price to it and you have something to lose out of choosing a specific item just for its passive like getting a zz'rot on Heimerdinger so you can push harder at the expense of pretty worthless stats on him. A spell is just something that you chose before a game and it is simply there with nothing lost to have it.
