Are 
's abilities Spinning Axe (Q), Stand Aside (E), and Whirling Death (R) considered spells?
I'm fiddling with his masteries and just trying stuff out for fun. So wanted to see which, if at all, the Spell Weaving and Blade Weaving Masteries affect.

As a general rule (which has exceptions), every one of a Champion's abilities is a spell. Whether it's a spell that actually hits someone or not is another matter, but they're spells.
The exceptions are generally things like his Q, which is an auto attack modifier (like Nasus Q, Darius W...) . These usually don't count as spells for various triggers except Spellblade passives.
To elaborate a little bit: Draven's Q won't proc Rylai's Crystal Scepter (AFAIK), but casting it will activate Trinity Force.
