That item needs to have its cost increased, its simply way too efficient for the amount of power it has.

Once again riot makes an item used for one role and then abused in another lol
When mid laners start picking up the item intended for AP supports you know the item has some clear advantages and might need to be looked at. I've also noticed that when frost queen is on cool down for tribute gold if you AA the tower you still get the Tribute gold even though the item says your not to be able to because you just last hit a minion. I definitely agree this item should be looked at .
I tend to agree. I am seeing FCQ taken by mids on a regular basis.
Even I am buying it on Morgana/Malzahar mid due to how good it is on TOP of giving free gold over the course of the game. I've had over 2k gold generated from the item, plus the great active.... I fear it will be gutted soon.
Could possibly just increase the CD on the active?
For mage support it's actualy ballanced.
The real issue with mages right now is something else:
need it's price reduced or buffed, compair it with 
that is basicly haf of the price
is kinda expensive right now
problem is different. With a situational passive the item never can be utilized on full strength
is actualy decent right now. Games are just to short to fully utilize it.
