Rylais change idea

I don't know how well this would work, but I think something that should be considered is turning it into an active item. That way in lane or duels the player has to sacrifice putting it on cooldown (lets say its 60 seconds) and in fights they need to have it up. It would have to stay up for a long time though and the cooldown would start after the active ended. I think this should be at least thought about. As for stats idk but since I think this item is kansur I would take off 30 ap or keep the ap 100 and remove 100-150 hp plz dont be a dick thx
