Is it just secret op or is it just me? i played against an irelia who is a "meta" pick right now and absoultely crushed. Built 
in that order and after that no one in the game could handle me especially after finishing the LichBane.
Just you. Just because you encounter a match-up which is not unfavourable for Gragas (and we still don't know how good was the Irelia you played against, irelia is a champ with a very high skillcap that does not perform in thee wrong hands) , does not mean that he is secret OP
I find irelia a huge pain.
He was a good Top Lane Champion after his rework then Riot took another swing at him with the nerf bat.
I played him top lane and he seemed just mediocre top laner.
Irelia counters Gragas due to her true damage ignoring his damage reduction
Overall Gragas is a perfectly alright top laner, who really needs a slight buff to the damage reduction on his W
