high ping lag

I don't actually 100% know if this is a league related problem, but i figured i'd try. Lately i've had this weird lag every game where my ms jumps to 200-3000 and my mouse satrts to lag as if it's low on battery or something. it happens on random times, i can fix it momenteraly if i tab in and out of the game a few times, but it still happens the next game and since my mosue starts to lag, it's hard to move my camp under tower/ to safety. This started just after the last update( patch 9.1) , i've never had issues with my internet before, and like i said it fixes itself after i tab in and out of the game a few times. does anyone have any idea how to fix this? i tried uninstalling and installing the game but that didn't fix it.
