why do mana costs seem so fucking pointless?

honestly, you can walk into lane and spam everything and still be full aside from the few mana oriented champs

Pretty much every tank has major mana issues, and the same is true with most Battlemages.

It doesn't seem like an issue because the assassins, Skirmishers, ADCs, and Juggernauts that people like to play are the classes that are the least mana-restricted.

Illaoi is a juggernaut and has mana issues As does Nasus, who is a juggernaut. Darius also has mana problems..

It's almost like mana costs were designed to restrict specific champions/classes.

During early lane phase mana probs do exist on mages.

N9t many champions can do this but Elko and Syndra are pretty guilty of it.

Lost chapter I believe is the major cause of it

Mana is the default resource in League, but not all champions need to be gated by mana, which is why many of them don't feel like it restricts them. More recent designs especially focus on giving champions gates to their kit that don't rely on resources, i.e. their power is unlocked by making more difficult plays, rather than just by paying a mana cost, so in that sense there's no real purpose in adding more limitations.

The thing with mana is that it's actually quite specific as a resource, in that it's meant to gate the ability use of champions in the laning phase over an extended period of time, and then not really impose any limitations at all. Effectively, the only champions who should be gated by it are champions whose abilities are too easily oppressive in lane, or who really need to be forced to go back to base, as they'd otherwise be too good at staying. However, currently the champions with the biggest mana problems tend to be the ones with older kits, rather than always the ones who are more oppressive in lane, and in fact several of the most oppressive lane bullies in the game are manaless. On top of this, most champions with pure self-sustain, and thereby the best sticking power in lane, are also manaless. Mana is therefore not being used as it should be on kits, which is why it feels irrelevant on so many champions.

Mana presents no problems, epic monsters are easy to kill, turrets tickle, last hitting is not a thing anymore since everyone clears a wave instantly. Apparently, Riot has determined that the player base does not want to be challenged in any way.
