Right way to fix Syndra.

1. Remove Damage from her E completely.
2. Reduce E width slightly
3. Lower E CD
4. Make Max E stun duration increased by .5 Seconds
5. Make stun Duration scale with Syndra's MAX level. (This will discourage her becoming support leveling E first for her stun. Morg 2.0) Done...balanced. Keep Damage same on everything else.
