Is it intended for Riot to enable Summoner Spells while CCed?
This came to mind when I was playing a game in Ranked and we were doing Baron and I (Sona) used an ult on the enemy jungler to stop him from smiting but while he was stunned he was able to smite. And it came to mind that can people smite while they are in crowd controlled by any other effects too?
I have tested variety of different Crowd Controlling effects while trying to use different Summoner spells.
One thing to note here is Flash 
is the only exception. You can not flash during CC.

My Tests
Sona's ult Stun- Enemy can use any summoner spell besides Flash during stunned time
Fiddle's Fear/Silence - Enemy can use any summoner spell besides Flash during silence/fear time
Varus's ult Snare - Enemy can use any summoner spell besides Flash during rooted time
So basically after a few tests here and there, all of the summoner spells are allowed (besides flash) during the duration of the CC.
I just wanted to know if Riot has intended for this mechanic to be in place. Because in fairness, I feel some of the summoner spells should not be able to casted if they are CCed.
