So why do people get punished for dodging when there are punks like this? (Silver IV)

So I had to dodge twice because I had people like pic related in my queues. So why do I get punished for not wanting a bad experience in my matches? Why is there not an option implemented to help us get a safe dodge due to toxic players like this? I now have to wait thirty minutes because I actually want to get out of silver.

Ill give you an upvote because I can relate and agree, its kind of stupid when you KNOW sm1 is going to be toxic in game because they're being toxic @ the champ select. A lot of times for no reason. However, I will be critical and say, you dont HAVE to dodge.. that was your choice. Sometimes it is best to just not acknowledge someone like that and just mute them immediately.
