Because that's exactly what riot want. There are a plethora of champions with toxic kits or play styles. The fact that there is an all chat explains a lot. If you first want to improve your communities toxicity, fix your games first and stop making these toxic champions.
dont blame the champions, the community is toxic because the community is toxic towards each other. Positive or neutral players are toxic towards toxic players so it perpetuates the negative environment no matter what.
