Because that's exactly what riot want. There are a plethora of champions with toxic kits or play styles. The fact that there is an all chat explains a lot. If you first want to improve your communities toxicity, fix your games first and stop making these toxic champions.

Don't assert the blame to the people so fast. Think, what makes them toxic? Is it because he got outplayed? Not likely. Because he got 100 to 0'd without any form of counter play given to him? Yeah probably. Every champion needs to be able to get outplayed by any other champion. Flash and summoners do not count as a champion kit so don't give me that shit. There is one direction this game is going. Unkillable burst tanks that can 1 shot you. If that's not toxic I don't know what is.

Generally the people who complain about that, are just not good enough to understand how they got outplayed. So they blame the champion.
